The Kerala government's only aim is the safe return of expatriate Malayalis
None of those shedding crocodile tears for expatriates say a word about the stand of the central government or the Ministry of External Affairs, which has not decided on the Kerala government's proposal that embassies make the necessary arrangements for Covid testing of travellers.
The Kerala government's only aim is the safe return of expatriate Malayalis. That is why the government took the position that it is preferable for those coming from abroad to come after a Covid test. This is never to stop sick people travelling to Kerala. The only intention is to prevent the spread of disease through travel.
That was the position then, and it is the position now.
